VALLEY Tower has closed—and then there was one...

The LIRR took another big step towards its long-sought goal of implementing Centralized Train Control last month, closing VALLEY Tower just east of Valley Stream station after more than 100 years of service, and transferring the Block Operator from the tower to Jamaica Central Control (JCC) in the AirTrain building at Jamaica.  The cutover took place on September 23.

VALLEY Tower sits at the junction between the Atlantic, Far Rockaway, Long Beach, Montauk, and West Hempstead Branches (physically it is just east of where the Far Rockaway Branch diverges to the south, between the two tracks for the Long Beach Branch).  Operations through the interlocking are reasonably complicated, with trains from the Atlantic Branch feeding to/from the Long Beach and Far Rockaway Branches, plus West Hempstead trains that either terminate in the station or have to cut across the interlocking to diverge off from the north side of the complex (though since the new East Side Access service plan was put in place earlier this year, this has become simpler as all West Hempstead trains now run through to Jamaica and the city terminals—not only are there no shuttle trains that have to be brought over to the south platform at Valley Stream, no West Hempstead trains stop at Valley Stream at all anymore.

The current tower dates back to June 1933 when it was constructed as part of a grade separation project through this area, replacing a tower at ground level.  The track layout was simplified during this project, replacing a number of smaller cabins that were staffed up until the early 1930's.  The structure was originally called "VA" tower but was renamed to "VALLEY" a few years later in 1937.  Similar to most of the railroad's other towers, VALLEY Tower was originally equipped with a US&S manual lever system to control the switches in the immediate vicinity.  In April 1983 the tower's territory expanded a bit, adding a remote control panel for the switches at ROCKY Interlocking (east of Rockville Centre) and PORT Interlocking (east of Freeport) in April 1983.  

VALLEY Tower was among the first on the railroad to go digital, as part of a multi-year project that saw the conversion of the manual US&S lever-operated switch machine to a microprocessor-based system that electronically threw switches with a click of a mouse.  This effort started with the signalization of the West Hempstead Branch and the addition of WEST HEMPSTEAD Interlocking in 2005 and was finalized with the full system cutover in the fall of 2009.

After years of very little progress towards CTC, the LIRR has picked up the pace of its tower consolidations and closures since 2020.  QUEENS Tower was the first outlying tower to go in January 2020, followed by NASSAU Tower for the Third Track project in July 2020, then QUEENS and BROOK Towers at the end of 2020, BABYLON Tower in March 2022, and now VALLEY Tower.

Other than NASSAU Tower, which was demolished in September 2021 to make way for the Third Track, all of the other towers have been left in place mothballed or repurposed for other users.

But the last of LIRR's original interlocking towers still in use is LEAD Tower, located on the Wreck Lead Drawbridge between Island Park and Long Beach.  The tower is on the drawbridge itself (though technically in the Village of Island Park) and controls not only the single switch at LEAD Interlocking and train movements into/out of Long Beach station and yard, but it also controls the operation of the drawbridge itself.

The railroad appears to be planning to ultimately move the Block Operator at LEAD Tower to JCC, though the drawbridge operation is a complicating factor.  Some have suggested that this tower would need to remain staffed permanently because of the drawbridge, though there is plenty of precedent for remotely-controlled drawbridges (the Arthur Kill Vertical Lift Bridge connecting Staten Island to New Jersey is remote-controlled, as are some of NJT's drawbridges; the parkway bridges over Sloop Channel just east of here are also partially remote-controlled, especially during the off-season).  Between CCTV cameras and sensors to detect the bridge is actually in the closed and locked position, there is certainly a way to manage this remotely.  But the Coast Guard ultimately has to approve and promulgate regulations, so it will likely take some time before that is finalized.

While the LIRR is making very good progress on bringing its block operators from scattered towers across eastern Long Island into Jamaica, this cutover and the presumed future closure of LEAD Tower still won't get the LIRR completely to its long-sought goal of Centralized Train Control:
  • Separate from the LIRR's operating theater at JCC, train movements through HAROLD Interlocking and into and out of NY-Penn Station and Hunterspoint Avenue are controlled by Penn Station Central Control (PSCC), which is jointly operated by the LIRR and Amtrak—so it is unlikely it will ever be fully consolidated.
  • The railroad has also built out and operates a "Train Operations Center" ("TOC"), at NY-Grand Central as part of the East Side Access project.  The TOC is staffed with Transportation supervision, a Block Operator ("Grand Central Control" or "GCC"), the stationmaster, yardmaster, usher, and maintenance personnel.  The entire "Grand Central Branch" after splitting from HAROLD Interlocking is under the control of the LIRR's Movement Bureau and the Block Operator GCC.
  • When the LIRR closed BROOK Tower just east of Brooklyn-Atlantic Terminal, it relocated the Block Operator to the crew facilities within Atlantic Terminal, not to JCC.
  • Long Island City and the whole Port Washington Branch are technically not controlled by a Block Operator, but rather the Section A Train Dispatcher (who also sits in Jamaica).
  • West Side Yard and the new Midday Yard (built for East Side Access) each have their owner block operators as well that sit in the crew facilities of the respective yards
In all of these cases, the Block Operators sit in the crew facilities in the respective terminals or yards and control train movements electronically—they are not in traditional interlocking towers throwing levers. 

So while the LIRR is well on track to have the eastern half of its operations centralized in Jamaica, the west end is a different story and a more diffused, with the railroad's four city terminals being controlled from four different places.  Maybe we will get to full CTC some day!

MTA advances step-free upgrades at 9 LIRR stations

The MTA Board voted to award a design-build contract Wednesday to install elevators and make other ADA improvements at nine LIRR stations.  The improvements will install new elevators at seven stations and replace existing elevators and escalators at two additional stations, and the MTA says that these stations "will become fully ADA compliant under this Contract".  Other improvements at the stations will include electrical, mechanical, and structural upgrades, platform repairs, and various architectural improvements.

The improvements will bring step-free access from the street to the platform to Massapequa Park, Amityville, Copiague, Lindenhurst, St. Albans, Locust Manor, and Laurelton stations for the first time.  These stations are all elevated on viaducts or embankments, and (with the exception of Locust Manor) have island platforms, which makes the installation of ramps difficult (but also means that only one elevator is needed).  Locust Manor is the only station of the bunch that has side platforms—it seems the MTA could definitely install ramps to both platforms, as their property line extends at least 25 feet on either side of the platforms, but they are installing two elevators at the west end of the station instead.

MTA is required to install elevators at Amityville, Copiague, and Lindenhurst stations under the terms of a 2020 settlement order related to the fallout from the March 2012 death of an 88-year old woman on an escalator in Lindenhurst.  Together with Massapequa Park, these improvements will close a cumbersome 8-mile long stretch of stations without step-free access on the South Shore between Massapequa and Babylon.  This means that travel times for people with disabilities are very long and inconvenient—you have to take paratransit and either backtrack all the way to Babylon, or (because Massapequa is in Nassau County) take SCAT to Sunrise Mall and switch there to NICE's Able-Ride for the last stretch to Massapequa.  The installation of elevators at these stations would provide step-free access from the street to the platform at 100% of stations in Suffolk County.

The work at St. Albans, Locust Manor, and Laurelton would similarly close a large cluster of stations without step-free access in Southeast Queens (presently Rosedale and Queens Village are the only stations in eastern Queens with elevators—and these were only installed relatively recently, in 2005 and 2013, respectively).  All stations on the South Shore and Atlantic Branches will now have step-free access to the platform from Jamaica all the way out to Montauk.

The MTA is also replacing the existing elevators and escalators at Flushing-Auburndale and Valley Stream.

In total, the work involves installing ten new elevators and one new escalator—along with other upgrades at these stations—for a grand total of $115 million over the next 36 months.  MTA did not provide a more detailed timeline or sequence for when the work would take place (under the Amityville, Copiague, and Lindenhurst settlement order MTA must bring these stations into full compliance by June 30, 2023—a deadline they're likely to miss at this point).

Following the completion of this package of improvements, only Hunterspoint Avenue, Mets-Willets Point, East New York, Boland's Landing, Hollis, and Bellerose will be left without step-free access.  Kew Gardens, Douglaston, Cold Spring Harbor, and Smithtown stations also have step-free access to the platforms individually, but no step-free route between the platforms.  Hillside station has step-free access to only a portion of the platform.
  • New elevators at Hollis station were originally included in the MTA's 2020-2024 Capital Program, but were left out form this package along with three other stations.  MTA says design work is underway for a future contract (which is also expected to involve replacing the wooden platforms at the station).
  • Accessibility improvements at Hunterspoint Avenue and Mets-Willets Point have been funded as part of prior Capital Programs dating as far back as 2005.  These funds have either not been spent or have been diverted elsewhere—a common practice in MTA capital budgeting—as the agency has repeatedly stalled or put off improvements at these stations.  These improvements continue to be completely missing in action.
  • MTA says they have initiated design work for improvements at Douglaston and Cold Spring Harbor to make those stations fully step-free.
  • The LIRR has not advanced any plans to bring step-free access to East New York, Boland's Landing, or Bellerose.  Some say the railroad wants to close Bellerose station, given that with the completion of the new Elmont Main Line station boondoggle it is now less than a half-mile away from the nearest station to both the east and west.  The railroad has never shown East New York station much thought—easily one of the dingiest stations on the railroad, making this station step-free would likely be a rather heavy lift.  Hillside and Boland's Landing are only employee stops (and Boland's Landing could easily be mistaken for a pile of 2x4's left on the side of the right-of-way), but the has the same duty to its employees to provide step-free access to all workplaces, and solutions for these barriers should be found in due course as well.
  • MTA has similarly not advanced plans to provide full step-free access at Kew Gardens and Smithtown stations.
Former LIRR President Phillip Eng committed to making full ADA compliance systemwide a priority for the current Capital Program, and while this contract will make some excellent progress towards that, the MTA is still a little short of that goal.

As with all similar elevator projects, the MTA and others frequently conflate the installation of elevators with full equal access required by the ADA.  While elevators address the most significant barrier for people with disabilities, they only provide step-free access from the platform to the street.  Access for people with other disabilities—particularly those with sensory impairments—continues to be limited at many stations that lack tactile strips along the platform edge, and the LIRR generally falls short of ADA requirements for effective communication at all stations systemwide.

But by far the largest accessibility problem still troubling railroad riders is the lack of level boarding—which is an issue across the entirety of LIRR and Metro-North.  Elevators and ramps only provide people with mobility issues step-free access from the street to the platform, but because gaps between the platforms and trains are so large at most stations, riders in wheelchairs are not able to board and alight trains without assistance from a member of the train crew to put out a bridgeplate to surmount the gap—an encumbrance not imposed on able-bodied passengers.  The railroads continue to push their "LIRR Care" call-ahead programs, but this is quite obviously not equal access and certainly not an acceptable substitute for true level boarding. 

The MTA is making excellent progress towards expanding step-free access to station platforms—if all of these projects currently awarded or in design are seen through to completion, stations that handle 98.1% of LIRR's weekday boardings will feature step-free access to the platform.  But all of those elevators and ramps are not as useful without true level boarding and more work to address the large gaps between platforms and trains.

Beyond Belmont: Making better use out of the Belmont Park spur

For years there have been various calls for the LIRR to establish some sort of full-time service to and from the Belmont Park spur station.  Even before the Belmont Park Redevelopment project and the new UBS Arena, some sort of permanent service at Belmont Park has long been on various wishlists as a park-and-ride facility, given that the spur station is immediately adjacent to the Cross Island Parkway (equidistant from both the Southern/Laurelton and Grand Central Parkways) and has ample parking facilities that go unused the vast majority of the year.

Local officials from several different levels of government—including the Town of Hempstead and county and state legislators—have called on MTA and LIRR to establish full-time service at the Belmont Park spur station in the past to provide more rail service options to those who live in the Elmont, Franklin Square, and the unincorporated areas of North Valley Stream.  These communities do not have their own rail stations, and parking at most other nearby stations in western Nassau is commonly limited and restricted to local residents only, so those living in these areas are largely shut-out from accessing rail service.  By unlocking the large, underused parking lots at Belmont Park and allowing riders from both western Nassau (as well as Eastern Queens where there are also limited rapid transit options) to park and ride on the LIRR, the MTA could expand access to rail service to a much larger potential ridership base in Eastern Queens and Western Nassau County, as well as provide additional opportunities for those who currently drive to Manhattan to hop out of their cars and ride the train, without having to detour far off the highway (like you have to if parking at Mineola).

Now with the Belmont Park Redevelopment effort well underway, there is an even more compelling case for full-time service at the spur station.  While the new UBS Arena is up and running (with the LIRR providing extremely limited shuttle service to the spur station before and after events, for now), there are plans for further expansion and redevelopment at the racetrack site, including a new hotel and a 350,000-square foot "retail and entertainment complex" to the east and south of the arena.  During the planning process, Islanders owner Jon Ledecky stated their strong preference for full-time service at the spur station to support the ancillary development on a number of occasions.

For the retail and entertainment complex, the new Elmont Main Line station is virtually useless.  With most of the activity centered on the large south parking lot south of Hempstead Turnpike, the Elmont Main Line station will be nearly a mile-long hike from the retail complex.  That is actually a longer walk than going from Amityville station to Sunrise Mall, which virtually nobody does:


I concur that some sort of full-time service at the Belmont Park spur station would be worthwhile in both the short- and long-terms, as I have written several times in the past dating back to 2013 and 2014.  In addition to providing better access to rapid transit for those in Eastern Queens and Western Nassau, bolstering service at Belmont Park allows the railroad to improve intra-city service at other stations along the Main Line in Queens without putting more strain and slowing down trains travelling to/from points further east on Long Island.

If the railroad ran a reasonably frequent service between Belmont Park and the western terminals, it could offload stops at Queens Village, Hollis, and Hillside (which should become a full-time station accessible to the local community) as well as the Main Line local stops (Kew Gardens, Forest Hills, and Woodside) onto trains to/from the spur station, which would allow the railroad to keep trains bound to Hempstead or places further east on Long Island moving, shaving up to 8 minutes off running times.  Under LIRR's proposed service plan for East Side Access, a ridiculous number of Main Line trains from Huntington and Ronkonkoma are making extra stops in Eastern Queens in an attempt to bolster service at those stations while allowing the LIRR to be cheap and not add additional service.  It turns into a very poor outcome, lengthening travel times for riders headed further out into Nassau and Suffolk Counties.

Because Belmont Park is also very close to the city terminals, improving service to the spur station could be accomplished without much in terms of additional crew or equipment resources—trains that come in from out east can bounce back to Belmont Park for a second or third trip when they might not be able to make it all the way back to Babylon or Ronkonkoma with enough time before the end of the rush hour.

Naturally, these calls for full-time service to the spur station have fallen on deaf ears at the LIRR, which has never been inclined to think too far outside the box.  The Manhattan & Ronkonkoma Railroad seems perfectly content to let the Belmont Park spur wither and die—providing only the bare minimum service at the spur station for events and effectively extorting New York Arena Partners and ESD out of $106 million to build a new Main Line station that is effectively within line of sight of four other existing LIRR stations.  I would not be the least bit surprised if the railroad seeks to abandon the spur at some point in the near future.  

The railroad generally just plainly ignores these requests, but it has offered a handful of excuses over the years.  These have ranged from limited western terminal capacity (which it has now increased dramatically with the impeding completion of East Side Access) as well as risks of congestion at QUEENS Interlocking as trains move slowly onto and off of the spur.  The Main Line new station, and the reconfiguration of QUEENS Interlocking it necessitated, is located nearly three-quarters of a mile from the arena and even further from the retail complex, and will slow down the commutes everyone who passes through the area.

The MTA and LIRR are spending a combined $220 million on building a new Elmont station and reconfiguring QUEENS Interlocking—that amount could have paid for most or all of the costs to construct a flyover for both the Hempstead Branch and the Belmont Park spur, as I discussed towards the end of this piece last week.  This would have significantly improved capacity on both the Main Line, and the combination of the Hempstead Branch and Belmont Park spur (effectively allowing the railroad to maximize service to/from both legs without having to worry about crossing moves at QUEENS Interlocking).  Incorporating the Belmont Park spur into the flyover would allow the railroad to eliminate the congestion caused by trains exiting the spur and crossing over to the westbound tracks at QUEENS 1 as well as enable the railroad to move trains onto and off of the spur simultaneously.


It is also true that by providing more service to the spur station, you would effectively be forfeiting a slot that could be used to serve more riders coming from stations further east.  While the balance between suburban and intra-city service is and will continue to be a challenging topic, I believe the idea is still meritorious.  While full-time service to/from Belmont Park would mean a slight sacrifice to frequency at stations further east along the Main Line, offloading local stops onto Belmont Park trains would allow for those suburban trips to become faster, since those suburban trains would be able to dump stops at Queens Village, Hollis, and Hillside, and far fewer trains to/from Eastern LI would need to make local stops on the Main Line between Jamaica and New York.

And even still, I don't think sacrificing slots for Belmont Park spur trains is the end of the world. Even in a fully built-out through-running scenario, like the one I shared earlier this year, there should be plenty of capacity to provide service to Belmont Park.  Additional spur trains would primarily displace slots for Hempstead Branch service, and the Hempstead Branch doesn't need extremely frequent service.

Among the reasons establishing full-time service at Belmont Park has been a particularly unmotivating concept over the years has been the fact that the Belmont Park spur serves just the one station, and demand for park-and-ride services can be fickle and difficult to grow.  But extending the spur may one day be an idea worth considering—the shoulder of the Cross Island Parkway is quite wide, and it wouldn't be a huge lift to extend the spur (and turn it into a proper branch) south along the Cross Island Parkway towards Cambria Heights and Springfield Gardens.  In terms of building a new mainline rail line in New York City (or even on Long Island) this would be one of the easier spots to do it—it would generally require only modifications to some existing overpasses and entrance/exit ramps, now new right-of-way would be required.

This would close the quite gaping hole in Eastern Queens and Western Nassau County between the Montauk Branch and the West Hempstead Branch, where there is a roughly 6-mile by 4-mile void with no rail or rapid transit service.  With limited parking at the NYC stations and restricted parking at most stations in western Nassau County, most potential riders in this area are stuck with taking local buses to the subway, which can turn long commutes even longer.

Converting the existing Belmont Park spur station into a through-running station would not be too complicated.  The track and switches at the north end of the spur (just south of the Cross Island Parkway) should be reconfigured to steer trains primarily to tracks 3 and 4, which would be the through-run platform.  Tracks 7 and 8 would remain as stub-end tracks for event service, and tracks 1, 2, 5, and 6 would remain as yard tracks.  The LIRR is currently installing dual control switches and Yard Switch Indicators on the spur, but these would need to be upgraded to a regular mainline interlocking.

At the south end of the platform, there is room to extend the two existing platforms from 10 cars long to 12 cars, for the sake of consistency and to be able to maximize capacity for major events.  The existing ramps and staircases at the south end of the platform would need to be replaced with an overpass—this should really happen regardless, presently the LIRR only uses these southernmost ramps/stairs for events at UBS Arena, and riders have to walk across the bus loops at grade, which puts pedestrians in direct conflict with buses attempting to make U-turns or exit out the south end of the bus loops.  It's a very clumsy and chaotic setup.  The racetrack overpass at the center of the station works much better, as it brings you right into the grandstand with just one set of stairs (and a set of stairs should be added from the racetrack overpass down to the entrance plaza area, so riders can use that in addition to a south overpass).  Ideally there would be an overpass from the south end of the platform directly into UBS Arena so people could easily enter and exit the arena directly from the spur station.  Constructing a south overpass could also allow for grade separating the bus loops.

Just south of the spur station, the Cross Island Parkway Exit 26 entrance and exit ramps would need to be reconfigured to allow the extended spur/branch line to pass through the interchange without grade crossings.  A new overpass would need to be constructed for the Exit 26A northbound entrance ramp, the Exit 26B exit and entrance ramps, and the Exit 26C entrance ramp.  Similar to the south overpass, this is something that should be on the table regardless of whether or not the spur gets extended—when there are events at UBS Arena, normally bad congestion on the Cross Island Parkway gets taken to the next level.  There are three sets of entrance and exit merges in a very short stretch, and most of them have short acceleration and deceleration lanes.

Reconfiguring the Cross Island Parkway ramps would reduce the number of merges onto the northbound Cross Island Parkway, collecting traffic from Exit 26A (the new Belmont Park Garage and old south lot), Exit 26B (e/b Hempstead Avenue), and Exit 26C (w/b Hempstead Turnpike) and funneling them towards a single merge point.  This would allow UBS Arena staff to better manage traffic flowing out of the arena and cut down on delays caused by merging traffic onto the Cross Island Parkway after events.  It would also allow for much better organization of entering and exiting traffic from Hempstead Turnpike.  Right now, the Exit 26B entrance ramp (e/b Hempstead Avenue to n/b Cross Island Parkway) and Exit 26C exit ramp (n/b Cross Island Parkway to w/b Hempstead Avenue) have to merge across each other while trying not to hit the column dividers that split the ramp down the middle underneath Hempstead Avenue.  Reconfiguring the ramps would allow for the different directions to be kept completely separate, without the need to mix.  

In addition to serving as a park-and-ride station for those in Eastern Queens and Western Nassau County, Belmont Park could also serve as a transfer point between the very busy n6/n6X bus routes and the LIRR.  The n6/n6X is the busiest NICE route and serves very populated areas along Hempstead Turnpike between the city line and Hempstead.  Presently these buses continue along Hempstead Turnpike and Hillside Avenue all the way into Jamaica and are primarily used by those who can't afford high LIRR fares.  From this location, it is an almost 1 hour, 20 minute schlep into Midtown on the n6 and the subway, but people do this because it's almost $10 cheaper than taking the LIRR from zone 4.  Overhauling the LIRR's fare structure to make tickets much more affordable and having riders transfer from the bus to the LIRR at Belmont Park instead of sitting in traffic on Hillside Avenue all the way to Jamaica would save riders bound for Midtown nearly 50 minutes off their trip each way, as well as allow NICE to redeploy those buses presently sitting in Queens traffic to better feed LIRR service elsewhere in Nassau County.

When it comes to selecting station sites for the new extension of the spur, that has to be done with care.  A common issue with rapid transit lines that use highway right-of-ways (either in the median or shoulders) is the large highway kills walkability in the area, effectively cutting down the walkshed for a potential station.  Luckily, there are two potential station sites on the extended spur/branch that would be pretty strong contenders, as they intersect two rather strong boulevards that are already well-established commercial and bus corridors.  

The first potential station site, illustrated at the right, would be at the intersection of Linden Boulevard in Cambria Heights.  Roughly 1.6 miles south/east of Belmont Park, this station would serve riders in the Eastern Queens neighborhood of Cambria Heights as well as the southwest neighborhoods of Alden Manor and Mecham in Elmont.  The north end of the station would also be within a short walk of Dutch Broadway/115th Avenue.

There is room within the shoulder of the Cross Island Parkway to build a new station with two side platforms.  A new station at Cambria Heights would also help divert riders off the n1, which similar to the n6/n6X, is also a very busy route that effectively duplicates the LIRR between Valley Stream and Jamaica.  If the MTA were to also one day undertake an widescale expansion of Subway service further into Eastern Queens, this new station would be a logical terminal point for a future Linden Boulevard Subway.

At this location, the shoulder between the Laurelton Parkway and the service road is wide enough to comfortably fit a four-track, two-platform terminal station, similar to the layout used at the railroad's other small branch terminals (Hempstead, Long Beach, Port Washington, etc.).  Similar to the Cambria Heights station, this station would be built within the existing highway right-of-way and only require slight modifications to the entrance and exit ramps.

A new station at Merrick Boulevard in Springfield Gardens would also have high potential for future intermodal traffic.  The n4/n4X bus (which, again, largely duplicates the LIRR between Freeport and Jamaica Center) passes right by here, and Merrick Boulevard would be towards the top of the list for a future Subway expansion from Jamaica.  There is room on the west/north side of the highway for a small bus terminal that can provide the n4/n4X as well as the MTA X63 and Q5 buses space to layover between runs off the street.

Springfield Gardens used to have its own LIRR station on the Montauk Branch a short distance to the west at Springfield Boulevard, but the case for restoring the station there is pretty weak given how it would slow down express trains operating via the Montauk Branch and the site's close proximity to the existing Laurelton and Locust Manor stations.  But building a new station along the Laurelton Parkway at Merrick Boulevard can bring rail within walking distance of a larger share of the population in the northeastern portions of Springfield Gardens and Laurelton—while also providing new access for those living in the western portions of Valley Stream.

At this point, the spur/branch would likely just stub—the line here is less than three-quarters of a mile from the Montauk and Atlantic Branches at Rosedale, but I tend to think extending the line all the way down to connect with those branches near Brookville Park is probably not worth it.  Not only would such an extension likely require alienating some parkland, but because the Laurelton Parkway tracks in a southwest direction, an extended Belmont Park spur/branch would make a pretty poor alternative route between Jamaica and Valley Stream (when we already have two).  The likelihood of both the Montauk and Atlantic Branches but not the Belmont Park Branch being unavailable between Jamaica and Valley Stream is quite slim, and the angle that would form between the Belmont Park Branch and the South Shore branches would be rather sharp.

Overall, extending the Belmont Park spur—while definitely one of the more obscure longshot proposals—would definitely help close up some of the "transit deserts" in Eastern Queens and Western Nassau County, as well as provide significant new park-and-ride opportunities for those who live beyond walking distance of an existing station and are currently largely closed off from rail access due to parking restrictions.

Extending the Belmont Park spur and better utilizing these trains to serve the burgeoning intra-city market can bring lots of benefits to both new and existing LIRR riders.  By moving local Queens stops along the Main Line east and west of Jamaica—and adding a handful of additional infill stops (e.g. restoring Jamaica-Union Hall and potentially building a second station in Hollis at Francis Lewis Boulevard—would allow the LIRR to serve the rapidly growing intra-city ridership market with more frequent service while not loading down longer-running suburban trains with as much intra-city traffic.

New Long Beach Branch signal system cut into service

A new signal system has been cut into service on the Long Beach Branch following a years-long effort to restore the railroad's infrastructure along the low-lying branch after it was damaged during Hurricane Sandy in 2012.  The $70.8 million project included upgrades to the signal system, grade crossing and communications equipment, and other components.

The new signal system brings full, bi-directional 261/410 speed control and cab signaling to the Long Beach Branch between LEAD Interlocking in Island Park and VALLEY Interlocking in Valley Stream.  This will offer additional flexibility and brings this branch into line with what LIRR has in most other places on the railroad.  Previously, the Long Beach Branch had cab signaling and speed control only in the 'normal' direction (meaning for westbound trains on track 1, eastbound trains on track 2).  When trains operated in the 'reverse' direction, they did so under "Controlled Manual Block" and without speed control.

As part of the project, the railroad installed new Central Instrument Locations at LEAD Tower and Long Beach Yard, as well as new signal huts, impedance bonds, and battery sets along the branch.  Most of the equipment has been built up on elevated platforms to make it more resilient to future storms.  At LEAD Interlocking in Island Park, the old position light signals have been replaced with tri-color light signals, similar to what has been installed elsewhere along the South Shore over the last 15 years, including most recently as part of the Massapequa Pocket Track.

This continues the rather haphazard lack of standardization of the LIRR's signaling hardware that has been worsening over the last decade.  While the LIRR went with Reduced Aspect Signaling for the Ronkonkoma Branch Double Track project and now the Main Line Grade Crossing Elimination project (where the first new interlocking was recently cut into service), this project instead used full-sized wayside signals (presumably because it, like the Massapequa Pocket Track, was designed before the railroad caught the RAS bug).  Just a little over 15 years ago, PRR-style position lights were used universally on the LIRR outside of the tunnels, but since 2006 the railroad has installed a mix of position light, tri-color, G-head, and now reduced aspect signals, bringing the number of different signal types in LIRR territory to five (not including the signals in the NY-Penn Station area).

Other restoration work under this project included replacing grade crossing components, communications cabling and equipment rooms at station buildings, third rail cabling and switch boxes, and station platform lighting at Oceanside and Island Park stations.

Unfortunately, like most of the LIRR's other Hurricane Sandy restoration and resiliency projects, this restoration work along the Long Beach Branch has gone well over budget and fallen years behind schedule.  Originally funded at a cost of $45 million in the MTA's December 2012 Hurricane Sandy Capital Program amendment, the cost has shot up by 75% to more than $70 million today.  The project was also originally due to be completed by January 2018, but is now over three and a half years late, and isn't currently due to wrap up until this September.

North American legacy railroad track numbering

Track numbering is a fairly simple thing (bluntly, a naming system for identifying a particular track), though the way in which those numbers are assigned may not seem to make sense at first glance, if you’re not familiar with the typical conventions for how they are assigned.

In the US outside the northeast, numbering is usually pretty simple: start at 1, count up for each adjacent track. But the northeast legacy railroads (some of the first major multi-track lines in the country) had a different track numbering covention that has generally carried through with their successors (including the LIRR, Metro-North, and NJTransit)…

It goes something like this: for lines with two or more tracks, take the centerline of the traffic (generally the dividing line between different directions of traffic…analogous to the center yellow lines on a roadway). The track closest to that centerline going towards the city center or the next major focus city is track 1. The track closest to that centerline going away from the city center is track 2. For each additional track beyond the first two, the numbers count upwards in increments of 2 for adjacent tracks, such that all the tracks on one side of the centerline going towards the city center are odd numbered, and all tracks on the other side of the centerline going away from the city center are even numbered.

In cases where there are an odd number of tracks, or they are not distributed evenly across the centerline, gaps in numbers are common and not filled. This can create situations where a station with three tracks has a track 1, a track 2, and a track 4, but no track 3. While it may be confusing at first glance, it does fit within the definitions of the system. The idea is that if you are headed to the city center, you can generally head for any odd numbered track, and if you’re headed away from the city center, you can generally head to any even numbered track, no matter how many tracks a station has.

Single track lines are generally not numbered at all—they are usually just referred to as “main track”. Sidings are also a different story…when a single track line splits into two or more tracks for a short time only (like at a passing siding or intermediate terminal), the tracks generally don’t assume numbers. The main track (the straightest one through) is still called “main track” and the siding “side track”. Sometimes other or completely different names will be assigned, especially if it’s a carry through from the old days (Patchogue has a main track, a north side track, a school house track, and a runaround track…Greenport has a main track, a pocket track, and a middle track (which isn't even in the middle), for example). Other times side tracks may be assigned letters (like tracks A and B at Secaucus Junction).

Now there are, of course, exceptions—there are always exceptions, particularly resulting from any new construction or modifications in the last few decades, when agencies have generally lost an eye for consistency and uniformity. Large stations and terminals that don’t have a defined directions of travel (like Boston-South Station, NY-Penn Station and NY-Grand Central, Washington, etc.) don’t follow this convention and just number their tracks sequentially from one side to the other. At other high traffic intermediate stations, like Newark and Jamaica, tracks also tend to be numbered sequentially (but not at others, like New Haven-Union Station (probably the best example of this numbering scheme) or Newark-Broad Street).

Other places where you might see something different include places where there are two different lines running next to each other, but are still largely separate. In these cases, the track numbers are assigned independently per line. The stretch through the Rosedale and Valley Stream area on the South Shore is a good example. While there are four tracks across in this stretch, the Montauk Branch and the Atlantic Branch are considered separate lines (there is no way to switch between them near Laurelton or Lynbrook, only one point at Valley Stream), they are just running next to each other. So in this case, there are two track 1’s and two track 2’s.

While the LIRR follows these conventions almost everywhere for the actual technical names of the tracks themselves, they do not do a good job of maintaining consistency with passenger-facing station signage. In fact, there’s a lot of inconsistency. Most of the railroad’s stations are two tracks: in cases where there are island platforms, the railroad signs them as track 1 and track 2 normally…but in cases where there are side platforms, they throw normal convention out and assign platforms their own letters (platform A, platform B). While this generally follows the same convention (platform A = track 1 = westbound, platform B = track 2 = eastbound), this isn’t always the case, like at Woodside where it’s the opposite.  I presume this decision was made to make it easier to designate platforms in the paper timetables (a bold letter prior to the time told you which platform that train departed from, usually only if it was nonstandard…seeing “B 2:00” is probably believed to be not as confusing as “(2) 2:00”. Though now that we have phone applications and every station has the AVPS screens, the number of people at this point consulting paper timetables for platform letters is probably minimal, so this practice should probably be reconsidered in favor of consistent numbering systemwide. What’s worse, at most stations the AVPS lists and announces both the platform letter and the track number…so you see and hear in the verbose announcements “track 1, platform A”, even if the station has only one platform or there are no signs telling you which track 1 (which I’ve seen confuse a bunch of people).

Then there are the stations with awkward layouts, with multiple lines running side by side (but not mixed together). Lynbrook, from the example above, is probably the worst case. With two island platforms, two track 1’s, and two track 2’s, finding where you need to be can be very confusing, even for experienced travelers. Lynbrook only has one AVPS screen at street level, near the station building, so if you’re not able to see that, you have to guess a platform, climb up the stairs, look at the platform screens to see if you’re right, and if you’re wrong, go back down and climb the steps to the other platform. Floral Park is similar, but laid out a little differently with two side platforms and one island platform…here the LIRR signs platform A, track 1B, track 2B, and platform C. At Woodside they do something completely different still…while the layout is similar (two side platforms and one island platform), the railroad refers to tracks by track number only…the layout makes it rather convenient that while there are two track 1’s and two track 2’s (one set for the Main Line, one set for the Port Washington Branch), the Main Line track 1 and track 2 are the center express tracks, and don’t have platforms. So they are numbered tracks 1-2-3-4 in a line straight across. Except for the timetable, which uses platform letters A-B-C instead, so the timetable doesn’t match the AVPS and most station signage…and the letters don’t even follow the same convention, it’s actually backwards (platform A = track 4 = Eastern LI, platform B = tracks 2/3 = New York and Port Washington, platform C = track 1 = New York). And this is a station with a lot of unfamiliar travelers, as the connection point for LGA Airport!

Other oddities include Hicksville and Babylon, which number tracks across 1-2-3. Hicksville has good signage at street level directing you where to go, the recent renovation added AVPS displays at the base of pretty much every set of stairs, and operations are generally consistent enough that you can stand on platform A for most westbound trains and platform B for practically all eastbound trains and not have an issue, with any exceptions noted in the paper timetables.

But Babylon is a completely different story, and is just a confusing mess.  As it is a origin/destination point for most trains, there are not set eastbound and westbound tracks.  Trains can and do come through on any of the three tracks, and there is not much rhyme or reason as to which train uses which.  Trains generally use the same track from day to day, so you can learn the patterns for the trains you take, but any bit of a delay and that all goes out the window, and frequent track changes are a problem.  Signage is terrible...the signs say to "See schedule for exceptions", but platform letters are not designated in the timetable like they are for Ronkonkoma.  The only AVPS displays at street level are at the station building, there's no way of knowing your track if you use the east or west set of stairs.  Pre-pandemic I would often commute from Babylon, and I have to admit it took even me a little bit to get the hang of it.

Of all of the problems facing the LIRR, this is by no means the largest one, but it makes figuring out how to navigate the system a big challenge for unfamiliar users.  The updated TrainTime application does a much better job of at least matching the signage at the station to what's shown in the application (correctly referencing "Track 1", "Track 2", etc.), and it seems like a forthcoming update to the AVPS system will better reconcile this as well.  All that helps, but it would be better to make a more concerted effort to going back to standardized designations for all stations, that way people can apply the same rules of thumb for every station they visit.

I see no reason for differentiating between "track" and "platform" designations depending on the station...at this point, everything should be made consistent systemwide, and track 1, track 2, etc. is the way to go for that.  In the truly special situations, like Lynbrook or Floral Park, I would say to just use the track designations used in the railroad's TIMACS system...so it would be S1, S2, L1, and L2 for Lynbrook; G1, G2, H1, and H2 for Floral Park, as it's no less arbitrary than platform letters, and doesn't require any special conversions from other data types.  The LIRR seems to be moving slowly towards standardizing around using track numbers only, in some situations.  At Flushing-Murray Hill, new signs installed as part of the elevator project completed last year refer to "Track 1" and "Track 2", though $11.5 million apparently couldn't buy replacements for the old signage, so there is now conflicting info, with some signs referring to "Track 2" and other stills saying "Platform B"...

The Far Rockaway fare question

Any time talk of discounts for intra-city travel on the LIRR come up (whether the now-teenaged CityTicket, the more recent Atlantic Ticket pilot program, and now the new Outer Borough Rail Discount pilot for both LIRR and Metro-North), questions about what to do with Far Rockaway always rear their head.  Far Rockaway station, while wholly within Queens, has traditionally been left out of these intra-city discount programs...it was omitted from CityTicket, left out of Atlantic Ticket, and now excluded from the Outer Borough Rail Discount pilot as well.  This always results in southeast Queens politicians railing against the MTA for forgetting the outskirts of the borough within a news cycle or two.

This time is no different, with Assemblywoman Stacey Pheffer Amato, from Rockaway Park, coming out last week in opposition to the MTA's plan to leave Far Rockaway out of the latest round of intra-city rail discounts.  “Once again, the Long Island Railroad fails to acknowledge that Far Rockaway is in Queens,” said Amato. “The LIRR are asking my constituents, who have the farthest commutes in the city, to pay full price on the most expensive form of public transportation we have and that is completely unfair.”

Far Rockaway is customarily left out of these programs because the LIRR classifies it in zone 4 along with all of the other Five Towns stations...because the Far Rockaway Branch crosses from Queens into Nassau County before hooking back into Queens on the Rockaway Peninsula, all trains pass through Nassau County and make stops at other stations in Nassau County before reaching Far Rockaway.  Discounting fares from Far Rockaway station would, by default, require opening up the same discounts to any rider boarding at Valley Stream or any of the Five Towns stations in Nassau County, as the railroad would have no way of knowing whether a passenger boarded at Far Rockaway (and thus eligible for the discount) or someplace in Nassau County (not eligible for intra-city discounts).

The Rockaway Peninsula used to be a part of the Town of Hempstead back when Nassau County didn't exist and Queens County extended all the way to the current Nassau-Suffolk border.  When the consolidation of New York City took place in 1898, the three western towns of Jamaica, Flushing, and Newtown joined the new consolidated city, but the eastern three towns of Hempstead, North Hempstead, and Oyster Bay did not, and they would later split off and form the new Nassau County in 1899.  As part of those transactions, the Rockaway Peninsula was separated from the Town of Hempstead and became part of NYC at its inception.  That bit of border rearrangement still causes consternation to this day (and the LIRR is not the only entity to get caught up in this transition...on the power utility side, LIPA/PSEG LI, the primary power utility in Nassau and Suffolk Counties, also covers the Rockaway Peninsula, while the power grid in the remainder of New York City is managed by ConEdison).

While the exclusion of Far Rockaway from these discount programs has always been a point of contention between the MTA and local officials in Southeast Queens, it usually doesn't amount to much.  Members of the state legislature introduce bills to mandate Far Rockaway's inclusion pretty much every session (this year it's S1583), but these are typically referred to committee and then never seen of or heard from again...

If, for some reason, local officials were able to strong-arm the MTA into including Far Rockaway in rail discount programs, the practice of "hold down" fares is not uncommon in this region.  We see it from time to time on Metro-North and NJTranist.  For example, fares on the New Haven Line for travel between CT and NY are set by the Connecticut Department of Transportation, but fares for travel within NY are set by the MTA.  When the MTA increases its fares such that the fares from stations in NY are higher than stations just across the border in CT (travelling a longer distance), the higher MTA fares are held down by ConnDOT.  Riders at stations like Rye and Port Chester get a break, and have their fares held down at the same level as ConnDOT's fares from Greenwich.  The difference is made up by ConnDOT making direct payments to Metro-North to cover the gap.  The same thing happens between Metro-North and NJTransit when MNR's West of Hudson fares wind up lower than NJT fares for travel on the same trains (there is currently a hold down scheme in effect here for off-peak round-trip tickets).

If the city or state would force the MTA's hand to standardize Far Rockaway fares with the rest of New York City, then the MTA would have to lower fares for stations Valley Stream through Inwood down to the same levels, effectively creating a hold down scenario.  In this event, it wouldn't be unreasonable for the MTA to expect someone else to make up the difference lost on those Nassau County riders, though since the MTA is in effect holding down its own fares, I'm sure it would be more complicated.

Reducing fares from Far Rockaway and all other Far Rockaway Branch stations in Nassau County would result in an approximately $2.45 million revenue impact off of existing passengers (not accounting for potential new ridership or further losses from people driving from other stations in zone 4 to Valley Stream for cheaper fares), according to 2018 ticket sales data.

I don't think what happens here matters all that much—I believe it is reasonable for the MTA and LIRR to exclude Far Rockaway from these intra-city discount programs, but at the same time including Far Rockaway and holding down fares at Valley Stream and the Five Towns stations wouldn't be that much of a revenue hit, either...

At the end of the day, this goes back to the same points I made last week about bespoke discount programs vs. taking a holistic approach to addressing the issue of high rail fares.  If current zone 4 fares were not so outrageous, this would probably be much less of a deal than it is.  Eagle-eyed readers might notice that in the revised fare structure suggested in that piece Far Rockaway station is kept in zone 11 with the other Nassau County stations, and while the one-way fare is $0.63 more per trip, the monthly pass fares from zones 5 (the furthest in NYC) and zone 11 (just across the border into Nassau) are the same, which effectively makes this a moot point for most people (the discount factors for monthlies between LI and NYC increase at the city line to help take the edge off the increase from today's rates).  This could be a way to meet the best of a bad situation, especially if approached in the context of systemwide rail fare reform.
